    There is no problem at all on Big Sur 11.4 on Intel CPU. Don’t understand why you are having problem. Just shut up and try again.

    just copy FCPX to apps and open terminal and type. xattr -d com.apple.quarantine /Applications/Final\ Cut\ Pro.app

    You need to disable SIP and GateKeeper

    For Intel Mac :
    1. Turn off your Mac (Apple > Shut Down).
    2. Hold down Command-R and press the Power button. Keep holding Command-R until the Apple logo appears.
    3. Wait for OS X to boot into the OS X Utilities window.
    4. Choose Utilities > Terminal.
    5. csrutil disable
    6. follow the instruction

    For M1 Mac :
    1. Shut Down.

    2. Press and hold the power button on your Mac until you see “Loading startup options.”

    3. Click Options, then click Continue.
    
4. Enter the password for an administrator account.
    5. Choose Utilities > Terminal the type
    6. csrutil disable
    7. follow the instruction

    Disable Gatekeeper
    open Terminal then type this:

    sudo spctl –master-disable

    Why doesn’t this allow for Motion Templates? Any solution there User>Movies>Motion Templates> Doesn’t read or write for plugins

      are you sure it’s righ configuration ? like try to back up and remove the old one and make the new one, and please remember always put .localized after folder name like “motion template.localized”

    Works perfect. Switch off internet connection, then Drag FCPX to apps then open terminal and type:
    xattr -d com.apple.quarantine /Applications/Final\ Cut\ Pro.app

    Make sure there’s no spaces after the com.apple… part when you copy it into terminal. For some when I copy pasted, it copied with spaces between the / and \
